Naval Special Warfare (NSW) is a premier full spectrum Special Operations Force with absolute primacy in the maritime domain. Our flagship weapon system and capital resource is our People – selected, trained, and empowered with the will, skill, and character to achieve critical operational objectives and effects in the most demanding and sensitive environments. NSW is seeking information from potential industry sources for a broad range of support services to provide innovative solutions across an expanding spectrum of digital requirements in a dynamically changing environment.

The objective of this effort is to provide NSW with innovative ideas on how to provide necessary support, expertise, and experience to effectively document requirements, develop, field, train, and sustain NSW digital and human capabilities, individually and holistically at command echelon levels II, III, and IV in support of the Commander’s priorities.

This includes administration and technical services support for Software as a Service (SaaS), Data as a Service (DaaS), application Platform as a Service (aPaaS), Low Code – No Code applications, Secure Development Operations (DEVSECOPS), and Knowledge Management (KM) capabilities in the Microsoft 0365 .mil framework. This encompasses multiple labor categories required to perform engineering, development, operations, maintenance, upgrades, integration, new technology insertion, business process improvements, training/learning, and customer support for the NSW digital portfolio.

The scope of required competencies includes administrative and technical support services for Knowledge Management (KM), Software as a Service (SaaS), Data as a Service (DaaS), Application Platform as a Service (aPaaS), Low Code – No Code applications, Development Security and Operations (DevSecOps), Data Science, Learning Management, and Talent Management within the Microsoft M365 .mil framework The contractor shall provide services that include, but are not limited to:

  • Development and implementation of the NSW Digital Strategy.
  • Modernization of NSW legacy and custom software systems. – Implementation of NSW cloud services and solutions.
  • Data engineering, analytics, Business Intelligence (BI), and Artificial Intelligence (AI).
  • Access and content management of structured and unstructured information.
  • Design and improvement of NSW User Experiences (UX).
  • Management of our learning, training, and organizational change management.

This effort requires multiple labor categories to perform design, engineering, development, operations, maintenance, upgrading, integration, new technology insertion, business process improvement, learning/training, and customer support capabilities for the NSW digital portfolio. It also requires the provision of innovative ideas on how to acquire the necessary support, expertise, and experience. This is essential to effectively document requirements, develop, field, train, and sustain NSW digital and human capabilities. These capabilities must be managed both individually and holistically at geographically dispersed command echelon levels II, III, and IV, in support of the Commander’s priorities.

The anticipated Period of Performance is April 1, 2025 – March 31, 2030.
