The 763rd Enterprise Sourcing Squadron (763 ESS) is seeking sources for an on-demand, 24/7 mental well-being support and education application available to Airmen to support a requirement needed for Headquarters (HQ) Air Mobility Command (AMC).
This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zone (HUBZone) Firms; Certified Small Business Administration (SBA)8(a) Firms, Service-Disabled-VeteranOwned Small Businesses (SDVOSB)and Women-Owned Small Businesses (WOSB) to provide the required products and/or services.
The application should provide the following services: education on mental wellness topics – stress management, sleep, grief, and relationships, along with on-demand coaching with certified support personnel. Coaching and support should be available 24/7. The company must provide rapid, 24/7 support to Airmen identified as imminent risk of harm to self or others and activate a safety plan for the member. As needed, coaches should be able to direct Airmen to the appropriate levels of care and services available at their location. These requirements should be contained in a single application to ensure successful implementation across the command.
The below requirements shall be available on a single application:
- On-demand access to coaching, educational resources, and self-help content regarding at least the following: Sleep, Stress management, Grief, Relationships
- 24/7 person-to-person availability as an imminent risk response team.
- Standard Operating Procedures and response timeline or imminent risk response, Enabling a person to person contact within five minutes, and Provide immediate imminent risk follow-up with user.
- Coaches can direct members to sub-clinical educational resources and recommended content through the application. Resources shall provide users actionable items for education and practical implementation of skills.
- Application feature that requires the user to establish an emergency point of contact (POC) as a part of the account set-up process.
- Application efficacy substantiated through academic evidence-based research.

Subscription to the application shall have the capability to support approximately 40,000 AMC users by contract award.
