USAC RFP: Enterprise Audit Compliance Modernization

The purpose of this Request for Proposal (“RFP”) is to acquire a qualified professional firm for Enterprise Audit & Compliance Modernization services.

USAC is seeking a Contractor to develop a solution to modernize USAC’s current audit and compliance Department (“Audit and Compliance”) legacy system while also addressing the workflow automation and processes summarized in the attached and/or embedded spreadsheets and the included Audit and Compliance current architecture (8.0). USAC requires that Contractor shall provide a core Audit module to be built upon an Appian platform and expand incrementally upon its capabilities.

Contractor shall provide a best-in-class system integrator to replace USAC’s current legacy Audit and Compliance systems, which are disparate systems for the Audit, Finance, and Legal departments, with an integrated solution in the Appian platform. The system integrator’s solution design must provide an integrated solution to improve functionality, accuracy, flexibility, integration, and scalability to meet current and future Audit and Compliance lifecycle and program integrity requirements based on Audit and Compliance management best practices. The solution must also incorporate an Audit and Compliance lifecycle process framework/workflow that automates and replaces the current disparate systems and some of the manual activities identified throughout the current Audit and Compliance lifecycle processes. Contractor, under the awarded Contract, shall architect, design, configure and build a software solution that has the architecture to integrate the current processes in one framework solution and with some other systems already in production. Contractor will initially perform discovery and requirements analysis to produce detailed application requirements, business architecture and technical architecture design artifacts, and a product roadmap based on high-level functional requirements referenced in this RFP. USAC will host the solution on USAC’s Appian Cloud and O365 infrastructure instances, and on-premise systems like enterprise data for some other systems. Contractor, under the awarded Contract, will leverage, where possible, USAC’s application development technology stack for solution development with modifications or additions as deemed necessary by Contractor. Contractor, under the awarded Contract, shall ensure that the proposed custom software solution will meet or exceed all functional and design requirements found in Attachment 2 – Audit and Compliance Management Requirements Traceability Matrix. In addition, Contractor, under the awarded Contract shall provide system Operations and Maintenance (“O&M”) support for a transitional period of three (3) months until USAC assumes O&M responsibility…
