US Trade and Development Agency RFP: Research and Analysis Program Support Services

USTDA seeks a contractor to perform substantive research and analytical support services as well as agency-wide monitoring and evaluation support services relative to the specific programmatic regions in which USTDA operates.  The resulting contract will be awarded for a base period of twelve (12) months with four (4) twelve (12) month option periods.

The contractor shall furnish individuals who will work primarily at USTDA’s offices with each individual working at least two days a week from USTDA’s office in Arlington, Virginia to perform administrative and substantive research and analytical support services as well as agency-wide monitoring and evaluation support services relative to the specific programmatic regions in which USTDA operates. The contractor’s staffing plan may include personnel working remotely full-time to fulfill the requirements of this contract. However, the contractor shall limit the number of full-time remote staff to no more than 20 percent of the entire workforce proposed to provide services under this contract.

The contractor shall provide qualified personnel necessary to perform the specific and generic tasks as outlined in the below scope of work. The contractor shall appropriately staff the contract to successfully meet the following requirements. D.1.3.1. WORLDWIDE (GLOBAL) AND REGIONAL ACTIVITIES: D.1.3.1.1. Research/Analysis/Report Writing – The following is a description for the Research/Analysis/Report Writing requirement. The information and data necessary to complete these tasks are derived from a variety of sources, including internal and external databases. • Perform research on economic development indicators and market trends in key priority sectors including, but not limited to, energy/clean energy (e.g., electricity generation, transmission and distribution, grid design and management, energy efficiency, energy sector methane abatement, carbon management) transportation, digital infrastructure…

D.1.3.1.2. Administrative – USTDA hosts approximately 30-40 events a year, for which assistance with business briefings and other program-related events are required. Letters of correspondence for all delegates and speakers participating in these events are also required. The number of delegates and speakers for each event ranges from 6 to 40 people per reverse trade mission or study tour and considerably more for conferences or workshops.
