US Coast Guard C5ISC to award $50M+ Interim Application Product Lines Enterprise Services (APLES) support contract

DHS has announced its intent to award a non-competitive  task order award on CIO-SP3 SB GWAC as an 8(a) set-aside to ensure the U.S Coast Guard (USCG), Command, Control, Communication, Computer, Cyber and Intelligence Center (C5ISC), Engineering Services Division – Application Support (ESD-APP) will continue to receive mission critical IT services to the C5ISC Product Lines for software & application engineering, and sustainment services to the C5ISC Product Lines.

The award will go to incumbent Synergy as they continue to utilize agile development processes for development, deployment, maintenance, operation of systems and applications, while providing user and/or field support to further improve mission effectiveness through the application of technology, improved processes, and modernization of systems.

This award is expected to take place in June with a period of performance that could extend until next October if all options are exercised.

  1. I will say what many are afraid to say publicly but the Coast Guard continues to demonstrate its ineptitude in dealing with industry with this action. What was the point of a Jan 2024 industry day and release of a draft solicitation for Agile COMPASS? How many 8(a)s incurred costs trying to meet the Factor 1 evaluation criteria just to bid on this opportunity? How much time and money was spent forming industry teams and processing NDAs/TAs that may or may not survive if this bridge contract runs through Oct 2025? So many more questions for which there are likely no good answers …

Semper Paratus needs to apply to more than MIssion Execution. Organizations and individuals on the Mission Support side need to do better!

  2. Joe Re I could not have said it better myself. It is nonsensical. I have been on a few less than stellar USCG industry days where they blast through and end the call quickly.

Who knows what will become of USCG BLMSS. Seems it is taking a similar track….
