The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) intends to issue a sole source award to CACI as implemented by FAR 6.302-1, only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The current Systems Integrator (SI), CACI, is the only responsible source capable of meeting the Government’s needs for a total solution within the required timeframe to avoid a break in service or disruption to personnel and pay processes impacting Army manning. CACI developed the baseline and is the only SI with comprehensive knowledge and in-depth technical understanding of the baseline solution design, complexity, and unique intricacies to maintain the baseline, work the backlog, and integrate capabilities to maintain support absent a transition period before the current contract expiration date in December 2024 until the projected award of the competitive follow-on in 2026.
