US Army Corps of Engineers RFP: Executive Level Review of Army Safety and Occupational Health Management System (ASOHMS)

This solicitation is issued as a 100% small business set aside.

The objective of this contract is to provide an executive level review of key factors of current ASOHMS based practices. The review will include policy, program, and process reviews, interviews with stakeholders, select site visits, risk profile and performance measures.

The Contractor shall provide comparative analysis to executive level best practices (as determined by the industry leaders)– Describe how the US Army’s Safety and Occupational Health Management System (ASOHMS) compares to the best industry practices for safety and occupational health management systems relative to ASOHMS capability objectives at the executive level:

  • Leadership Engagement, employee engagement and Personnel/ Soldier Participation
  • Investigate and Report Mishaps, Incidents, and Illnesses
  • Conduct Safety & Occupational Health (SOH) Training and Promotion
  • Conduct Inspections, continuous improvements, and Assessments
  • Conduct Hazard Analysis, risk management, and Develop Countermeasures
  • Health Protection and Readiness/Performance Metrics
  • Provide metrics of success for companies that have implemented SOHMS and compare to them to ASOHMS framework.

The period of performance for this effort is effective for a period of twelve (12) months.
