US Air Force RFI: Distributed Common Ground System (DCGS) High Band Mission Application Services Support

The main objective of this contracting effort is the Development, Modernization, Integration, Fielding, Cyber Security and Sustainment activities required to meet AF DCGS Operational Requirements Document (ORD) requirements to maintain compliance with the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Architecture Framework, and the Joint Technical Architecture guidance to the maximum extent possible.Ā  Other DCGS ground and air elements will be supported as directed.

All tasks are specifically directed by the Performance Work Statement that will be included on the solicitation and award. Major tasks include program management and support functions including Agile Project Management, Finance, Contracts, Quality Assurance, Configuration Management, Data Management, Systems Administration, In-plant engineering, Software Maintenance, and Security. Additionally, the Contractor shall support the DCGS and provide logistics support, modernization support, development support, and sustainment services to include: Furnishing the necessary personnel and facilities, software fixes for Deficiency Reports (DRs) and Problem Reports (Serena tickets, or any repository specified by the Government) as prioritized by the Government, testing, delivery of software, and remote & phone support as required to support mission operation including developing and testing software applications and software fixes in a classified System Integration Lab (SIL) and delivering classified releasable software for the Classified site. This includes updates to engineering documentation, training material, user documentation, and fielding documentation.

The scope of this effort will provide support for the High Band Mission Application Services (HBMAS) products and services utilized for collection, correlation of data, collaboration and dissemination of signals of interest and imagery intelligence from airborne, ground, and other systems in order to provide more accurate near-real time actionable intelligence to war fighters.

The HBMAS provided products and services to be supported include, but are not limited to, the following within the AF DCGS Ground Segment:

  • RUBY Services
  • SIGINT Data Service (SDS)
  • Multiple Source Correlation System (MSCS)
  • Radiant Mercury
  • Sensor Enterprise Asset Manager (SEAM)
  • Engineering Services at DGS-X
  • Tie-Line connections

As part of the development effort, the Contractor will serve as the Design Agent for these products and services and shall be the single point of responsibility for cybersecurity compliance, configuration control, modification, integration, and sustainment of the baseline products and services. Software will be delivered and integrated using infrastructure as a service (IaaS) technique to data centers to the greatest extent possible.
