The objective of this contract is to provide operational and technical support to aid leadership at Headquarters, United States Air Force HQ USAF in providing for the defense of the United States and allies/coalition partner nations. To accomplish this objective, the A3T must maintain the correct mix of experienced subject matter experts and capacity to meet HQ USAF, Joint Staff, and Office of the Secretary of Defense (OSD) tasks and US Congressional inquiries. The Contractor shall ensure Contractor personnel take action to fully integrate into the Air Advisor and Ready Airman Training Program staff (A3TM) creating a seamless Government-Contractor team. The Contractor shall manage contractor personnel. The Contractor shall interface and perform technical and programmatic liaison support with the Air Staff, the Under Secretary of the Air Force Staff (USECAF), the Office of the Secretary of Defense (OSD), the Defense Security Cooperation Agency (DSCA), the Joint Staff (JS), the Joint Center for International Security Force Assistance (JCISFA), other Services, Unified Commands, Geographic Combatant Commands, Major Commands (MAJCOM), numbered Air Forces, appropriate Wings and sub-organizations, Program Offices, and other organizations conducting or interfacing with program or system requirements, operations, planning RDT&E, and system acquisition and sustainment…
Air Advisor Requirements Qualifications. The Contractor shall possess the capabilities and three (3) years of current experience within the last five (5) years of a mixture of experience, including but not limited to the following: cross-cutting responsibilities in developing capabilities such as Security Cooperation (SC); building partnerships (BP); building partnership capacity (BPC); Irregular Warfare (IW); Security Force Assistance (SFA); Security Sector Assistance (SSA); Security Sector Reform (SSR); stability operations, Aviation Foreign Internal Defense (AVFID); Aviation Enterprise Development, Foreign Disclosure, operating in corrupt environments, partner nation assessment, operational and tactical training in an expeditionary environment, Theater Security Cooperation Plans, US Embassy Country Plans, and Geographic Combatant Command/regional expertise. Specific areas of support include Air Force Instruction (AFI); Air Force Policy Directives (AFPD); and Air Force Tactics Techniques and Procedures (AFTTP) development and maintenance, membership on Air Force, Joint Staff and OSD level work groups, studies to include non-standard rotary and fixed wing aircraft to conduct SFA and answering US Congressional inquiries.
