The mission of the Department of the Air Force (DAF) is to fly, fight, and win in air, space, and cyberspace domains. The AF/A4C aims to effectively optimize resource allocation and Civil Engineering (CE) programs while modernizing and recapitalizing installation infrastructure, protecting installation from mission degradation, and executing sustainment programs. AF/A4C and its strategic partners have transformed how wing and combatant commanders are supported by implementing change across the CE enterprise, employing new business processes, developing strategic governance, and integrating new IT systems to further AF/A4C mission objectives. Deliverables will help SAF/IE enhance Department of Air Force operations and readiness as well as improve military capabilities by reducing costs and lowering operational and strategic risk through better environmental and energy accounting, planning, management, and innovation. This aligns with Air Force sustainability, environmental, water, installation and operational energy, strategic basing, installation planning, community partnerships, climate impact mitigation, and encroachment policies and is on consonance with Executive Orders and Congressional direction.
The Air Force require a technically proficient Contractor with the inherent manpower and capabilities to support Air Force programs in the development, implementation, and provision of strategy, policy guidance, oversight, strategic planning, Career Field Management (CFM), strategic communications, and human capital management programs to meet the mission objectives across the enterprise. This support contract shall provide advisory and assistance services, Contractor support, and analytical and planning capabilities in accordance with Federal Acquisition Regulation (FAR) Part 37.2 in the areas of management and professional support services and studies, analysis, and evaluations. The scope of this support shall include strategic partnerships with the AF Installation and Mission Support Center (AFIMSC), AF Civil Engineer Center (AFCEC), AF Institute of Technology (AFIT), AF Major Commands (MAJCOMS), the United States Space Force (USSF), and the Office of Civil Engineers (A4C) installations and associated training sites as well as the Office of the Secretary of Defense (OSD) and other Department of Defense (DoD) agencies.
