The Department of State’s (DOS) Bureau of Administration (A), Office of Acquisition Management (AQM), Diplomatic Security Contracts Division (DSCD), Security Branch (SB) intends to award a sole source contract to Potomac Wave Consulting, Inc. (UEI SAM: S5ZCFWYN4KK3), 44 Canal Center Plz Ste 410, Alexandria, VA 22314-1592 based on other than full and open competition for professional management and support services on behalf of the Bureau of Diplomatic Security, Countermeasures Directorate (DS/C).
This procurement will establish a new follow-on commercial item contract (pursuant to FAR part 12 Acquisition of Commercial Items in conjunction with FAR part 13 Simplified Acquisition Procedures) for professional management and support services providing analytical support and Independent Verification and Validation (IV&V) Labor-Hour (LH) contract type, with one (1) base year and four (4) option years. The total estimated value is $4,900,000.00. That value is based on an independent Government estimate using estimated purchase quantities for the base and all option years, (plus reasonably foreseeable amounts for contingencies), and historical as well as commercial list pricing identified through market research.
