The Southwest Border Regional Commission is an economic development partnership agency of the federal government and four state governments. SBRC’s mission is to promote and encourage economic development in in Arizona, California, New Mexico, and Texas with projects that support basic infrastructure, business development, natural resources, and workforce/labor development.

This Request for Quotation (RFQ) is prepared in accordance with the ordering procedures outlined in FAR 8.405-2 and solicits Multiple Award Schedule Category 54151S. It is a total small business set aside that the Southwest Border Regional Commission (SBRC) plans to award in response to this solicitation.

SBRC is seeking a website development services provider to design, create and host an official website on its behalf. The purpose of the website is to provide information about and awareness of its activities at the federal, state, and local levels. The main scope is to design, develop, host and maintain the SBRCs external-facing website. The SBRC website will need to be organized, easily navigable, and informative for the agency’s key audiences.  SBRC wishes to attain the following goals:

The Contractor shall provide the following tasks related to the website development and hosting services:

TASK 1 – DESIGN AND IMPLEMENTATION (CLIN 0001)

  • Design, develop, and host new website on FEDRamp approved content management system style platform that provides ease of use for non-technical staff
  • Integrating analytics, branding, security, mobile capabilities, archival capabilities, and ease of use practices in the design and development of a website

TASK 2 – HOSTING (CLIN 0002, 1002, 2002) The Contractor shall host and perform required periodic technical maintenance to include, but not limited to:

  • Perform any required modernization activities
  • Perform enhancement activities to ensure robust functionality

TASK 3 – TRAINING AND AD HOC SUPPORT (CLIN 0003)

  • Provide training support and documentation to help the Government, to the greatest extent possible, publish, update and maintain all web content
