With over two decades of experience leading enterprise IT strategy, finance, budgets, and acquisitions across both the federal government and private sector, Shawn brings a proven track record of problem solving, delivering results, and driving mission success.

Shawn joins HumanTouch from Gartner, where he served as Senior Executive Partner, helping top federal clients optimize technology investments and navigate evolving priorities. He previously served as Chief Information Officer at the Agency for Healthcare Research and Quality (AHRQ), where he oversaw IT modernization and policy development for health systems transformation. Earlier in his career, as Deputy Director of Enterprise IT Finance and Acquisitions at the Department of Health and Human Services (HHS), Shawn led the integration of HHS-wide IT and programmatic budgets and coordinated with the Office of Management and Budget (OMB) on agency-wide requirements.
In his new role, Shawn will focus on expanding client relationships, supporting strategic IT initiatives, ensuring business continuity, and driving efficiency and performance across key accounts. His extensive experience in navigating complex acquisitions, building high-performing teams, and aligning IT with organizational goals will be instrumental as HumanTouch continues to evolve in an increasingly dynamic federal landscape.
