The scope identified in an RFI posted to both SAM.gov and GSA eBUY late last week details a 5-year contract with the Department of Labor seeking a full range of website content maintenance activities and application design, development, and maintenance support.
“We are not so much seeking a partner as we are seeking SDVOSB partners (especially VETS 2) willing respond to this RFI to help get it set-aside for the SDVOSB community. DOL is a great partner to small business, but they did not hit their subcontracting goals for SDVOSB in the latest score card. We want to help them get that done in FY 2024.”

RFI Details
“The mission for DOL is to foster, promote, and develop the welfare of wage earners, job seekers, and retirees of the United States; improve working conditions; advance opportunities for profitable employment; and assure work-related benefits and rights.
DOL’s Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the DOL to perform its mission. Within OASAM, the Office of the Chief Information Officer (OCIO) is the customer service organization dedicated to providing information technology solutions and leadership to advance the DOL’s mission.
A crucial part of providing this IT support is to design, develop, operate, and maintain DOL’s public-facing websites and web applications. The DOL OCIO Digital Transformation (DTD) and Business Application Services (BAS) Directorates manage business-focused IT projects throughout the development life cycle and identifies ways to improve existing business-focused systems, and transitions legacy systems onto platform technologies in an enterprise architecture approach and DOL agency mission needs.
The Office of the Chief Information Officer, the DTD has direct responsibility for the content and web applications hosted on public sites, intranets, and other websites, for multiple agency websites. DTD is responsible for building and maintaining websites and web applications to support the Department. To support these activities, DTD maintains a quality assurance function to test all applications, an accessibility / 508 compliance function to test web applications, provide support for web analytics, customer focused enterprise tools, and user experience analysis.
The DT federal managers are responsible for the administration and management of all projects and ensure the delivery of timely, accurate, and authoritative information through Internet and intranet services.
The objective of DTD’s support requirement is to provide useful, usable, accessible, and secure websites, and web applications for the public and DOL employees using current and proven technologies while exploring innovative strategies and capabilities to improve these services across the Department of Labor.
DTD accomplishes these tasks in accordance with: all federal laws, regulations and policies; DOL standards and policies; the DOL Systems Development Life Cycle Methodology (SDLCM) processes (the approved DOL project life cycle); and agile development and DOL-approved project management processes for planning, implementing, and executing all projects.
Within the scope of this PWS, DTD provides:
- direct website management support for multiple agency and special initiative websites;
- general support, maintenance and management for content and application development environments for public sites, intranets, and other websites;
- web application development and maintenance for agency development projects; and
- ongoing consultation with DOL agencies and components on compliance enforcement and web best practices.
- Provide modernization, new digital services, and migration support for Department public facing websites and features in Drupal
- Direct website and content management support for implementing Executive Order (EO) and/or DOL Secretary Initiatives which focus on improving government communication and overall user experience with the government’s digital presence with the public. Examples could include:
- Plain Language (EO 12866, EO 12988, EO 13563)
- Language Accessibility (EO 13166)
- Transforming Federal Customer Experience and Service Delivery To Rebuild Trust in Government (EO 14058)
- 21st Century Integrated Digital Experience Act
The Contractor will use DOL-approved processes and practices for information technology project management, web, and web application development; web content management; quality management; accessibility management, web analytics, hosting support for specialized services; enterprise governance support of web infrastructure services, and prescribed rules of conduct concerning government information dissemination. Where improvements to DOL processes and practices may be realized, the Contractor will inform DOL of potential improvements for consideration. The Contractor shall have practical experience in understanding and support of the FISMA regulations, within the context of the software development process.”
