IRS RFI: Notice Delivery System (NDS) Automated Data Processing Maintenance Services

The IRS is seeking to procure services for Notice Delivery System’s (NDS) software, and hardware maintenance along with systems administration services. NDS is a mail piece level tracking system for taxpayer notices and correspondences. The system downloads, then combines taxpayer notices/correspondence files with the goal of generating larger groups of notices with higher zip code densities leading to an additional postal savings through electronic sortation. This is to continue the Service Maintenance Agreement for Operations and Maintenance support for the NDS service already in place.

Internal Revenue Service (IRS) annual tax notice print requirements have increased over the past few years. The implementation of Notice Delivery System’s (NDS) enhanced the preexisting IRS Print Site Consolidation effort.  In addition, NDS satisfied a pressing customer service need to develop enhanced piece-level control of notice processes with the implementation of various hardware and software functionality.  NDS provides production efficiencies and improved the notice infrastructure for future electronic communications.

The NDS is designed to provide control over all tax notice print and distribution processes at the three Correspondence Production Services (CPS) sites in Bloomington, IL, Detroit, Michigan and Ogden, Utah. This initiative encompassed the paper, printing, inserting, sorting and mailing, as well as integration control with future alternative delivery solutions such as electronic (e-mail) and fax delivery.

The period of performance is 04/01/2025 to 03/31/2030: base year plus four (4) option years.
