Contractor support is required to provide C5I/Cyber Readiness Program Mission and Network Infrastructure Support Services to enhance warfighting readiness and increase the C5I proficiency of the Surface Force, to include afloat and ashore claimants and staff in CONUS/OCONUS.

1. GENERAL: This is a non-personal services contract to provide ‘Command, Control,
Communications, Computers, Combat Systems, and Intelligence’ (C5I)/Cyber Readiness
Program Mission and Infrastructure Support Services to Commander, Naval Surface Group,
Southwest (CNSGSW) N6 Department Staff and Divisions. The Government will not exercise
any supervision or control over the contract service providers performing services herein. Such
contract service providers shall be accountable solely to the Contractor who, in turn, is
responsible to the Government.
1.1. Description of Services/Introduction: Contractor support is required to provide C5I/Cyber
Readiness Program Mission and Network Infrastructure Support Services to enhance warfighting
readiness and increase the C5I proficiency of the Surface Force, to include afloat and ashore
claimants and staff. The contractor shall provide in-port support services as stated in this PWS,
in Continental United States (CONUS) and Outside Continental United States (OCONUS)
locations.
1.2 Background: The mission of CNSGSW is to man, train, and equip the Surface Force to
provide Fleet Commanders with credible naval power to control the sea and project power
ashore. The current C5I and Cyber Readiness support provides day-to-day support as detailed in
Section 5 of this PWS to N6 Directorate Principal Assistants and staff members, through system
and process Subject Matter Expertise (SME) reviews and feedback as applicable, casualty
reporting tracking and coordination, feedback on Type Commander (TYCOM) instructions and
programs, and onboard training and assistance.

1.3. Objectives: The Contractor shall provide Mission Readiness and Network Infrastructure
Support Services to include: Conducting training events, Subject Matter Expertise (SME)
Support, Readiness Support, Meeting Support, Baseline Compliance Support, Curriculum
Development, Instruction and Processes Development, Trends Analysis, Cyber Security Support,
Asset Support, Compliance Evaluation Support, Command Communications and Equipment
Support, Modernization Support, and Risk Management Framework Support.
1.4. Scope: In addition to contract Program Management functions, the following Mission
Readiness and Network Infrastructure Support Roles shall be included in the Scope of this
