III. TASK OBJECTIVES STATEMENT
1.1.1 Project Management (DPMB)
The Contractor shall provide complete project management for all DPMB Information Technology (IT) program activities in a manner that meets OMB and HHS requirements, including adherence to the HHS Enterprise Performance Lifecycle (EPLC). Project Management support includes current project upgrades/replacements and future major IT. These projects are generally implementations of commercial-off-the-shelf applications or cloud services.
The Contractor shall provide support for the following EPLC project-related activities and deliverables required for each DPMB IT project included as part of this task:
- Create and coordinate projects in the Enterprise Portfolio Management Tool (EPMT).
- Provide cost and resource estimates for projects.
- Creation of all IT project documentation deliverables.
- Coordination of staffing resources for each initiative.
- Contract staff will report hours worked on projects.
- Coordination of project due dates, risks, issues, and deliverables.
- Create and maintain Project Management Plans – including Work Breakdown Structures (WBSs), Project Charters, Change Management, Risk Management, and Communication plans.
- Provide a Post-Implementation Review (PIR) six (6) months after a DPMB IT project’s rollout to gather risks, issues, and lessons learned from implementing and using the implemented technology system.
1.1.2 The Contractor shall provide timely project management status reports on all contracted activities to include, but are not limited to:
- Performance assessment reports on all contract activities and improvement opportunities.
- Assist Federal Program Managers with completing detailed project-related documents utilizing the approved EPMT for managing, planning, tracking costs, and reporting.
- Create Earned Value Management (EVM) reporting for DPMB projects.
- Assist Federal Managers by providing monthly, quarterly, and annual status reporting as required.
- Create dashboards associated with the project and non-project work, as requested by IHS Management.
