In advance of the upcoming Looking Ahead at CMS for 2024, the CMS Opportunity Forecast updates for October were released. OS AI has been fielding inquiries from both new and established firms eyeing several significant NEW opportunities added to this list (some expected and some not). We cover just a few below.  

Security Control Assessment (SCA) Recompete (240519) – While not huge, this 5-year Financial Management Systems Group (FMSG) contract, which was put in place as a sole source award to Halfaker (now SAIC) in 2021, is set to be awarded a couple years earlier than expected. It is expected to once again be awarded as a sole source action at some point next month. We are sure CO Candace Straker is receiving her fair share of inquiries and offers of support.  

CMS MPPG Needs – A pair of Medicare Plan Payment Group (MPPG) task orders are drawing some initial inquires, but the $9M Part D Payment Process Analysis contract held by Acumen seems to be of the greatest interest. Of course, that could be because CMS has provided very little info on the forecast at this point. This contract, which drew 3 bidders last time around, is slated to end in September of next year 

Strategic Comms for OC Recompete (240332) – We are certain small business advocate Anita Allen will be fielding her fair share of calls from the CMS small business community as they work to influence how to get this small (under $10M – see spend here) contract moved out from under the FFRDC program before the RFP drops in December, though it is identified as “Strategic and Tactical” work.  

Medicaid Data Collection Tool (240424) – The SDVOSB community, rightfully so, took immediate notice of the rare SDVOSB set-aside sighting on the CMS forecast, also a good-sized contract ($15-20M). Anyone who has been watching CMS is aware that this is likely Coforma’s contract to win. Having received a one-year sole source earlier this year, the switch to make this SDVOSB for the new 4-year contract would only seem to be a good thing for the SDVOSB incumbent.   

Besides that, the new additions this month are heavy on MIDS recompetes – From the $9M Value, Incentives, and Quality Reporting Program (VIQR) Monitoring and Evaluation (240599) task; the large (240536) Multi-Stakeholder Informed Rapid Quality Development task (which is expected to be a sole source award); and the Person and Family Engagement for Quality Measure Development task; the BHMIOMM recompete (240530); the Value Incentives and Quality Reporting Center: Validation Support (240449); the Quality Measure Development – Re-Compete; the Alignment of Quality and Public Reporting Programs and Websites task; and the nearly $40M Inpatient/Outpatient Quality Support (240600) contract, which is a consolidation of two contracts (75FCMC19F0003 and 75FCMC19F0002), those MIDS Primes and key subs will be busy gearing up for FY ’24.  

Last, but not least, is that a recent CMS IRA Data Analytics and Program Support requirement is drawing the most interest of all. See the Partner Request posted earlier today here.

**Of note is that CMS always lists these in order by App# and all starting up top are new. This month, all above 240396, with few exceptions (e.g., CCW and CM P3), are new.
