Initially, Insight argues that USCG unreasonably assigned its proposal a rating of good under the corporate experience factor despite its proposal exceeding the criteria required for a rating of outstanding. The protester argues that USCG unreasonably concluded that only THOR submitted a third reference under the corporate experience factor that demonstrated ABS experience.
