Bio:
Carolyn Winters is the Vice President of Growth & Strategy for National Security Markets at MetaPhase Consulting overseeing strategy and business development for mission critical programs for Homeland Security and Federal Law Enforcement customers. She has over 20 years’ experience in homeland security, program management, enterprise architecture, IT strategy, and systems engineering. She has served as a trusted advisor and thought leader to senior DHS decision-makers across the Department on numerous engagements including the DHS Continuous Diagnostic & Mitigation (CDM) Program Office, DHS Office of Intelligence & Analysis (I&A), Customs & Border Protection (CBP), Office of Science & Technology (S&T), and the Federal Emergency Management Agency (FEMA) to name a few. She supported award-winning efforts across DHS to develop program initiatives, establish policy, engage stakeholders, institute process improvements, enhance information sharing, and bring forth cloud, data analysis, and systems engineering expertise.
Carolyn holds a Master of Business Administration from George Washington University and a Bachelor of Management Science and Information Technology with a focus in Decision support systems from Virginia Tech. She is passionate about supporting teams in their professional development and delivering exceptional technology and results to achieve client mission success.
