Scope of Work:
The proposed action is for a Firm Fixed Price sole source Task Order (TO) to be issued under the General Services Administration (GSA) Multiple Award Schedule (MAS) Information Technology (IT) Professional services Contract GS35F-694GA to provide continued operation, license subscriptions, maintenance and sustainment services for the Enterprise Performance Management System (EPMS) project with Peraton Inc. (Peraton) for the Software as a Service (SaaS) Enterprise-wide Performance Management Software Solution.
The proposed action is to provide continued subscriptions, maintenance and sustainment services for the SaaS EPMS cloud solution with middleware systems hosted at VA Regional Data centers. The SaaS EPMS solution is a Commercial Off-The-Shelf (COTS) solution that has been substantially customized for VA with regular maintenance releases. The annual subscription for the solution includes licensing and installation, cloud and network infrastructure, software maintenance and sustainment configuration. In addition, the TO will provide services for operational expertise and support to VA users to ensure successful implementation and continued sustainment of the SaaS EPMS solution. This includes maintaining customer support at the Tier 2 level to provide end user support for all EPMS users on VA network.
The SaaS EPMS solution is an enterprise-wide solution that is assessable to the entire Veterans Affairs population in accordance with satisfying 5 CFR, Part 430 which mandates a performance system and policy requirements. The EPMS solution automates the management of employee performance guidance and business workflow including but not limited to planning, developing, monitoring, rating, rewarding employee contributions and sending completed performance forms directly to the electronic Official Personnel Folder (eOPF) as stated in Handbook VA 5013. As a system of record, EPMS provides consistency in automated business processes and optimizes process improvements throughout VA. The automated system improves organizational performance, increased employee productivity and retention, and provides a clearer understanding by employees of the importance of their contributions to the VA’s organizational goals and objectives, an attribute critical to effectively serving our Veterans.
VA awarded a competitive TO to Northrup Grumman System Corporation in March 2020, which was novated in May 2022 to Peraton, for a SaaS EPMS solution, resulting in the currently customized 2025 EPMS solution. EPMS is the system of record for performance appraisals that provides consistency in automated business processes and optimizes process improvements throughout VA. In addition, EPMS integrates the Human Resource system of record for employee data.
VA requires continued sustainment of the EPMS, an enterprise-wide application that supports performance management and appraisal processes across the agency. This system currently operates on the Peraton platform, selected and implemented through a prior competitive acquisition. The EPMS platform has undergone VA-specific configuration, and a deep technical integration embedded within Peraton’s proprietary infrastructure. This comprises custom logic, data structures, and support workflows, which are not accessible or transferable to other vendors without significant redevelopment and risk. Consequently, only Peraton is capable of supporting the application at the requisite level of quality, responsiveness, and continuity. EPMS platform operates under a COTS SaaS subscription-based model. Additionally, VA does not retain the proprietary rights to any code base developed for the EPMS platform; these rights are exclusively held by Peraton.
Moreover, within the next three years as part of the VA’s broader Human Capital Management (HCM) Modernization initiative, EPMS functionality will be integrated into the future Personnel System. The Technology Acquisition Center is currently in the market research phase for the HCM Modernization initiation, and an award is anticipated in the third quarter of Fiscal Year 2026. It is estimated to take approximately 10-12 months to re-platform the system with a minimum of 12 months to fully transition. Transitioning to a new vendor or platform during this period would introduce substantial operational risk and disruption, potentially affecting agency compliance with personnel policies and undermining user trust in the system.
VA is anticipating a competitive acquisition(s) for the HCM Modernization initiation into which this requirement will be incorporated.
