Partner Request: HHS TANF Data Portal (TDP) Software Development Services RFP

This 8(a) Woman-Owned Small Business is seeking potential partners who have direct Prime or subcontractor past performance and/or relationships delivering development support to the Department of Health and Human Services Administration for Children and Families (ACF).  

The Ask: “We just responded today to an active RFI [out of HHS] seeking a contractor to assist with the continued development of the Temporary Assistance for Needy Families (TANF) Data Portal. We have Prime access to several GSA vehicles and GWACs as a Prime and through our JV, but we would like to find a partner that can bolster our team.   

Background 

The TANF Data Portal (TDP) was incrementally rolled out, with initial release to production in July 2022, onboarding of pilot users beginning in August 2022, and planned launch with all users in September 2023. OFA is seeking a contractor to assist with the continued development of the TANF Data Portal. OFA administers the Temporary Assistance for Needy Families (TANF) program on behalf of the Department of Health and Human Services (HHS). Since 1996, the TANF program has served as one of the nation’s primary economic security and stability programs for low-income families with children. TANF is a block grant that provides $16.6 billion annually to states, territories, the District of Columbia, and federally-recognized Indian tribes. 

These TANF jurisdictions use federal TANF funds to provide income support, as well as a wide range of services to vulnerable families with minor children. 

As part of oversight and administration of the TANF Program, OFA operates the TANF Data Portal (TDP). 

OFA’s TANF grantees submit data to TDP that they are legislatively mandated to report. OFA then aggregates the data and uses it for descriptive analyses and program accountability, most notably through the work participation rate calculations. Work participation rates measure the degree to which families receiving TANF assistance are engaged in work activities specified under federal law. States, territories, and tribes must meet both an overall work participation rate and a two-parent work participation rate or be subject to a financial penalty. 

After moving to a production environment in July 2022, TDP will be formally launched in September 2023, replacing the legacy TANF Data Reporting System, which was developed in the late 1990s.

OFA seeks agile software development services to continue building out features of the TANF Data Portal. The services to be provided under this task order will include all aspects of the software development process — including planning, design, user research, software development and coding, prototyping, documentation, testing, and configuration. The features to be prioritized in the next stage of development include data collection for new work outcomes measures, automated transmission, data analytics/dashboards, user interfaces for regional staff, and improved logging.
