The U.S. Office of Personnel Management (OPM) is updating to a new system to replace the features of the prior Retirement Benefits Calculator (FACES) which determines federal retiree benefits in line with statutes and regulations.
A web application deployed to OPM’s Azure cloud, which is intended as the future primary interface for Retirement Services (RS) staff members to use for retirement benefits adjudication. Janus includes all application program interfaces (APIs) which connect to the Calculation Service, SQL Server(s), and enables transformations of data entered for use in those systems. Janus’s primary user interface may be referred to occasionally in this document as the “Front End”. Janus as a term includes the “Front End”, the Calculation Service(s), and the associated test runners and test suites to validate them.
The purpose of this contract is to continue development of Janus, which includes:
- Review the current backlog of remaining ‘stories’ and/or possible system ‘bugs’, prioritizing them and resolving any requirements needed to move onto the next calculation type, C – Intermediate Claims.
- Continuing to add calculation formulas into Janus and its Calculation Service(s) to support the calculation of “C – Intermediate claims” and “D – Advanced claims” for adjudication of federal retiree claims.
- Continuing to build functionality into the Janus front-end (User Interface) in support of these new calculations.
- Continuing to support operation of the Janus system in non-production and production environments fully interoperable with OPM’s mainframe and available to Retirement Services Legal Administrative Specialists (LASes).
- Upon completion of C – Intermediate Claims and D – Advanced Claims into full production, a system backlog will be maintained and worked based solely on the Product Owner’s prioritization of business required enhancements …
Scope. The Contractor shall work with OPM staff to iteratively develop, utilizing Agile software development practices, the Janus user interface and Calculation Service(s) capable of supporting RS’s needs. The Contractor will support the Janus application system in non-production and production environments fully interoperable with OPM’s mainframe and available to Retirement Services LASes.
The primary internal customer for this requirement is the LASes who adjudicate federal retirement benefits. The external customers for this requirement are all federal retirees/annuitants/survivors who would be issued those benefits. The external customers want to receive appropriate, timely, accurate benefits from the federal government. The internal customers want a tool which will help them ensure accuracy and efficiency, and which is also able to adapt to any legislative changes in benefit adjudication …
The period of performance will include a nine month base period and two (2) six-month option periods. All work will occur at Contractor’s choice of location inside the United States of America.
