The Government intends to award a firm fixed priced contract for website design, development and maintenance. This acquisition will provide professional and technical services in support of hosting the agency management information system (MIS) and historical archive documents. The contractor shall provide services to support both hosting and maintenance of both the MIS and the archive documents.
GENERAL
The Congressional Office for International Leadership (COIL) requires hosting services for several facets of its organizational tools used to support COIL program missions. Hosting services are required for the COIL management information system (MIS); Open World Database (OWDB). Hosting and content management of program (archive) documents in various digital forms (list samples PDF metadata etc) are also required. The MIS and archive documents will be used and accessed through Agency permission only and will not be available to the general public.
The MIS system was developed using MS C+ (and housed currently in MS Azures) and the archived documents are in the form of various digital media.
SCOPE
The contractor will create hosting sites for each of the tools (MIS system and archive storage to include all necessary requirements listed in Paragraph 3.0 of this statement of work entitled “Managed Hosting Services Requirements”. The hosting must be secure, reliable, premium customer support, backup plan and perform fast/quickly for users.
MANAGED HOSTING SERVICES REQUIREMENTS
Hosting Environment
- ALL TOOLS: Provide hosting in either the AWS or Google Cloud or MS Azure. All tools must be hosted on same cloud service or if on different cloud services no impact to performance of each tool or user experience shall be noted when tool is being operated.
- ALL TOOLS: Provide needed basic SSL certificates for each hosting environment.
- Tool forms of media:
- FOR OWLC Database – The OWLC Database uses MS SQL Server, is in C# language and uses Software Development Framework – MS.Net Version 4.0.
- For COIL Archive – Archive consist of various file formats such as Portable Document Format (PDF), Microsoft Office formats (Word, Excel, Power Point), metadata files etc.
- ALL TOOLS: Use enterprise grade security protocols to prevent hacking with 3rd party security scanning by Cloudflare or better.
- FOR OWLC Database and Archive: FEDRAMP High certified cloud hosting environment.
- ATO – Authority to Operate
- ALL TOOLS: Zero Trust Remote Access Model for user access across internet.
- ALL TOOLS: The host provider must provide Patches to Mitigate Security Findings within 30 days.
- FOR MIS SYSTEM: Storage should start out at ??Gb and should be scalable from there.
