The National Oceanic and Atmospheric Administration’s (NOAA), National Ocean Service (NOS), Management & Budget Office (MBO), has a requirement for program/project management support services, real property data management support services, technical support services, systems engineering support services, data analysis support services, and business and financial management support services.
Program Management support activities include but are not limited to the following:
- Support development of strategic facilities plans, analysis of alternatives, cost estimates, execution documents, and policy development.
- Analyze project/program activities and deliverables to identify opportunities for the improved use of resources and/or process improvements.
- Participate in, coordinate, and contribute to Integrated Product Teams (IPT).
- Create, maintain, and assess Integrated Master Schedules (IMS).

Technical support activities include but are not limited to the following:
- Support the life cycle management of facility assets, maintenance plans, requirements documents, and communication plans.
- Provides strategic advice and support in all areas of facilities management including special optimization, accessibility requirements, HVAC and building automation systems, capital improvements and replacement schedules, and asset life cycles, ensuring conformance with legislated standards and industry best practices.
- Prepare quantitative and qualitative analysis and evaluation of statements of work for maintenance, repair, and replacement projects.
- Reviews asset capital projects and establishes a priority program based on available funding, risk, and need.
