  1. Business Analysis, Data Analytics, Project Management and Support Services – Assist in gathering business/functional/technical requirements; quantifying/qualifying requirements; providing clear documentation; performing data analytics on categories including, but not limited to: payables/receivables/financial aspects of contracts and grants/budget/funds management/general ledger/special initiatives, etc.; tracking requirements/risks/issues throughout the development life cycle to verify that design, programming and testing efforts focus on meeting National Oceanic and Atmospheric Administration (NOAA) requirements.
  2. Database and Web Services – Provide technical expertise across the CBS/NOAA Data Warehouse (NDW) application web tier and database tier project suite; provide operational support for all CBS/NDW environments and install and configure component modules within this complex environment.
  3. Data validation/data quality/data consistency/data accuracy, troubleshooting, and analysis related to, and in support of, the migration from CBS to Business Application Systems (BAS) – leverage extensive technical and institutional knowledge of NOAA’s financial, budget, purchase card (P-CARD), travel, acquisitions, grants, reporting, data and data structures in CBS to identify inconsistencies and errors in the converted/migrated transactional data in BAS Oracle E Business Suite (EBS) and BAS Enterprise Data Warehouse (EDW) and suggest ways to address and/or correct those inconsistencies through data analytics and/or data documentation.
  4. Development Services – Support Systems, Data Warehouse, and Reports development life cycle methodologies for systems development; provide operations and maintenance (O&M) support; break fix analysis and development; performance tuning and unit testing within the NOAA configuration management process. Document, design, and develop data integration approaches/routines and repositories to enable NOAA to meet its reporting requirements for multi-year reporting between CBS and BAS data sources leveraging EDW and a BAS “Data Lake”, or NDW if the BAS data lake is not available or accessible through common use tools such as TOAD, SQL Plus, etc. Identify gaps in DOC BAS provided reports and dashboards and develop bureau specific reports to bridge those gaps. This includes, but is not limited to: EBS reports missing fields, near real time quick reports equivalents, EDW Tableau advanced reports based on source EDW tables (versus Excel extracts), and NOAA specified BAS data reporting/data warehouse requirements from the BAS Requirements Traceability Matrix (RTM).  Develop solutions for combining legacy CBS data and Enterprise EBS/EDW data into consolidated reports/dashboards to better support the needs of NOAA’s finance and budget user communities and assist NOAA Line and Staff offices where appropriate.  Leverage existing data analytics, query, and reporting tools, and identify potential new tools, to perform such work both now and in the future.
  5. Quality Assurance (QA)/Testing & Training – Provide an organized, cost-effective and proven quality assurance testing process based on extensive CBS experience QA testing expertise that ensures all code deliveries are thoroughly tested prior to promotion to the NOAA production environment. Support BAS integration, user acceptance, and interface testing of all related code impacting NOAA/Economic Development Administration (EDA)/Bureau of Industry and Security (BIS) related data.
  6. Oracle Software Special Services – Provide specialized Oracle software support to the NOAA CBS program and Financial Systems Division (FSD) in the implementation, configuration, O&M of all Oracle related products utilized across the enterprise as implemented for CBS/NDW architecture, as well as other advanced Oracle products offerings as required …
