This requirement involves consumer health information support and system maintenance that provides up-to-date, authoritative, and accurate health information in both English and Spanish for the public. People can find, access, and use this health information through MedlinePlus site. See attachments “RFI 75N97024R00011 MedlinePlus Maintenance” and “Statement of Work” for details.

The National Library of Medicine (NLM), a part of the NIH, has a mission to “assist with the advancement of medical and related sciences and to aid in the dissemination and exchange of scientific and other information important to the progress of medicine and to the public health.” NLM collects, organizes, preserves, and disseminates the world’s biomedical information for the good of the public. NLM provides resources to many different audiences, including several web-based resources that provide health information intended for a consumer audience. This audience includes patients, their families and friends, and anyone from the public seeking information about diseases, health conditions, and wellness topics.

The purpose of this consumer health information support and system maintenance task is to ensure that (1) NLM provides up-to-date, authoritative, and accurate health information in both English and Spanish to patients, their families, and the public on MedlinePlus, and (2) people can find, access, and use this health information through MedlinePlus site search, organic search results that appear on a web search engine, and responses to code-based requests from patient portals and electronic health record (EHR) systems via MedlinePlus Connect.

NLM requires that continuous maintenance be performed to keep MedlinePlus English and Spanish health topic pages, medical test monographs, genetics content, and other materials up to date. This maintenance necessitates expertise and ongoing attention to detail so that NLM operates both proactively and responsively to emerging biomedical and scientific discovery, persistent as well as emerging health issues and concerns, customer needs, new terminology, updates to controlled vocabularies such as MeSH (Medical Subject Headings), and the urgent need to accurately map standardized medical coding systems (such as ICD-10 and LOINC) to MedlinePlus content.

NLM requires staff to create and maintain more than 1,050 health topic summaries and more than 290 medical test monographs in English and create and maintain culturally sensitive Spanish translations of this same content. NLM requires staff to create and maintain other content in English, along with culturally sensitive Spanish translations, including the “About MedlinePlus” suite of pages, and additional materials on the MedlinePlus website. NLM requires staff to develop new content and features, enhance metadata through data analysis to improve discovery, implement strategies for search engine optimization (SEO), provide subject matter experience in genetics, and coding expertise.

To achieve its business goals of creating, maintaining, and improving health topic content on MedlinePlus and managing a cohesive workflow between English and Spanish assets, NLM requires a content manager who will collaborate with the MedlinePlus product owner to a provide a holistic view of the project. The period of performance of this contract is a base year plus four years.
