Navy RFQ: Office of the Judge Advocate (OJAG) Power Platform Office 365 Database Tracking and Administrative Processing

Office of the Judge Advocate General (OJAG) and Naval Legal Services Command (NLSC) have multiple databases that have been converted to Power Platform Office 365 solution hosted on the JAG Enterprise Cloud Enclave (JECE).

The databases are used to provide tracking and administrative processing of a variety of Navy administrative business functions.

This suite Power Platform Office 365 modules manage multiple program data sets and provide analytics, along with admin and end user functionality.

Currently there are three four distinct applications:  CIVPERS, BUDGET, PERSADMIN, ORDERING, ITOPS LICENSE MANAGEMENT.   These modules require fine turning related to creation of specialized reporting capability, data capture and dashboarding.

REQUIREMENTS

Technical Requirements of Contactors for BASE and OPT YEARS  Skills in Dynamics 365, Power BI Desktop and Services, Power Apps (Model Driven Apps), and Power Automate.

  • JavaScript for management of Data Flows in Azure.
  • Experience with integrating into SharePoint or Power Pages
  • Mid-level to senior—developer who has full-stack experience.

Base Year Specifications Two (2) FTE estimated to ensure operational continuity and development for the base year.  The hours to build the new application, (i.e. BIN TRACKER) should be around 400 – 600 hours. The remaining hours for the base year are for sustainment and support.

  • Create Power Pages portal and PDF-ready reports for organization-wide distribution of Dashboards and Reports using a combination of Power BI, Power Pages, and Model Driven Apps for CIVPERS and FINANCE/BUDGET.
  • Access to the dashboards will be limited; stakeholders will provide list of who needs access and at what level (admin, edit, view only).
  • Enhance the FINANCE / BUDGET application with BIN Tracking capabilities. This may be a separate application or integrated into FINANCE / BUDGET.
  • Ongoing application, corrective maintenance and data support for CONTRACTING, PERSADMIN, CIVPERS, FINANCE/BUDGET, and ITOPS LICENSE MANAGEMENT.
  • One basic training for all JAGWIRE users of their module and how to input data. Ad hoc end-user training for Power BI and Administrative functionality.

Option Years Two (2) part time FTE estimated to ensure operational continuity and development from the base year. The option years are 100% for part-time ad-hoc sustainment and support.

  • Ongoing application and data support for CONTRACTING, PERSADMIN, CIVPERS, FINANCE/BUDGET, BIN TRACKER, and ITOPS LICENSE MANAGEMENT.
  • Corrective maintenance of existing data models, application interfaces, and reports of applications based on organizational requirements.
    • Examples that are not inclusive: CIVPERS Data Overhauls (Phase/Stage/Type etc), RPA Overhaul Requirements as completed in JAGWIRE Phase 2.

BASE AND OPTIONS: The contractor will maintain and reconfigure as needed the current JAGWIRE applications utilizing a combination of Microsoft Office 365 tools available under the Navy’s DOD IL5 tenant “Flankspeed”. This can include Dataverse, Power Apps, Automate, Power BI, and Forms, as well as integration with Tasks, Planner, and Outlook.

The JAGWIRE Team will provide specific high-level requirements for the PowerApps solution and will work together with the Contractor to establish acceptance criteria. These acceptance criteria will be specific expected functionality, as well as any non-functional requirements that must be met, to include but not to be limited to specific formatting and reproduction of existing access reports. The JAGWIRE team will provide full access to the existing databases as well as SMEs to assist in developing the acceptance criteria.

App solution shall provide for standardized form-based data entry, multiple file type attachments, and automation of regular and reoccurring actions and notifications.
