Navy RFI: Spouse Education Career Opportunities (SECO) Portal and Military Spouse Employment Partnership (MSEP) Career Portal Technical, Administrative and Direct Services

The Department of Defense (DoD) requires a Contractor to provide technical, administrative and direct services in support of the DoD Spouse Education and Career Opportunities (SECO) Program and its various applications. This program is the primary source of education, career and employment counseling for all military spouses.

A contractor is required to support the key functional areas of the SECO Program: My Career Advancement Account Scholarship (MyCAA), Spouse Transition (MySTeP), Spouse Education Career Opportunities (SECO) Portal and Military Spouse Employment Partnership (MSEP) Career Portal.

The MSEP Career Portal is an integral aspect of the MSEP initiative. MSEP Career Portal objectives are to:

1. Build a new modern solution using a reliable technology platform that can easily integrate and operate with other existing systems in MC&FP’s portfolio of IT capabilities within a DoD network. b) Streamline and provide simplified business processes for new partners to join the program, to include other government agencies.
2. Provide technical assistance as needed to various stakeholders that utilize the MSEP Career Portal.
3. Allow for future scalability and growth with an expected increase in MSEP partners and spouse users of more than fifteen percent.
4. Enhance visibility, searching, and administrative features to manage partner job feeds, job attributes, and find job seeking spouses easily – e.g., Find Top 5 Spouses.
5. Provide job search functionality that will efficiently allow military spouses to search for relevant jobs in their geographic area, field of interest and employment sector.
6. Increase the ability of spouses to match directly to employment opportunities as well as for employers to automatically be connected to qualified military spouses through the use of algorithm-based matching.
7. Provide tools and resources for military spouses to develop and store (integrated with already existing tools) resumes, cover letters, position announcements, etc …
