Navy Pre-Solicitation:  NAVAIR Command Strategic Leadership Support

This Statement of Work (SOW) establishes and defines the work to be performed by the contractor in support of the Naval Air Systems Command (NAVAIR) and in particular, Immediate Staff of Flag Office and direct reporting teams, the NAVAIR Command Strategic Leadership Support (CSLS) team (V1), The Business & Financial Management Competency (BFMC), the Joint Strike Fighter (JSF) front office, and the NAVAIR Washington Liaison Office (WLO). The contractor shall provide a wide range of support services to NAVAIR as determined by the statement of work.

Detailed Support Requirements

Research and Analysis Support (O&M,N) Provide research and analysis support on internal and external issues in support of NAVAIR leadership, its resource sponsors, and fleet partners as identified in individual task orders:

  • Provide research on the current philosophy and strategic initiatives within the Department of Defense (DoD), Department of the Navy (DoN), and the Naval Air Systems Command (NAVAIR) including the Naval Aviation Enterprise (NAE) as well as the other services. Analyze the higher-level guidance and identify impacts and opportunities to NAVAIR, NAE and/or Department of Navy (DoN). Identify actions necessary for NAVAIR’s continued alignment with DoD and DoN Leadership thinking. Conduct organizational, resource management and other strategic level research studies.
  • Research contemporary industry and government management philosophies. Perform benchmarking to determine “best practices” on a variety of processes and procedures, e.g. financial management, logistics, and measurement.
  • Perform comparison/trend and forecasting analysis in the assessment of current workload and future projections considering the impact of current resource reductions and potential NAVAIR organizational changes.
  • Provide recommendations in the area of information and documentation systems for corporate data.

Strategic Initiatives/Planning Support (O&M,N) – Plan and implement various NAVAIR, DoD, and DoN mandated actions; provide the planning, documentation, and action identification required for implementing transformational strategic initiatives; and provide overall project planning, business analytics, and action tracking support as identified in individual task orders.

  • Edit and produce documentation in support of strategic initiatives including Annual Reports, and Strategic Guidance.
  • Research, collect, and analyze required data to include statistical or quantitative analysis, data mining, predictive modeling and multivariate testing related to goal/strategy implementation methods, procedures, and metrics.
  • Facilitate the development and tracking of top-level NAVAIR metrics to assess performance or effectiveness relative to strategic and business plans, goals, and objectives. Create reports, dashboards, and KPIs from these metrics that document progress or reflective of analysis and that can be utilized in decision-making.
  • Develop documentation and training for new processes, implementation procedures and guides for a variety of Cross-Functional Groups/Barrier Removal/Implementation Teams across Corporate Operations and AIR-00 Operations Business areas. Provide staff support for training development and implementation teams. Explore and identify strategies that enhance the workforce’s knowledge and skills in Corporate Operations and AIR-00/V00 Operations Business areas.

Executive Leadership Management Support (O&M, N) – Provide the following management staff support to NAVAIR executive leadership as identified in individual task orders:

  • Coordinate, facilitate, and document executive leadership meetings and conferences.
  • Design agendas that guide the group towards desired outcomes.
