Navy Pre-Solicitation: NAVAIR Command Strategic Leadership Support

The Government intends to solicit and negotiate a competitive contract with ONLY registered 8(a) set-aside companies.  Approximately 90% of performance will be at government sites and 10% at the Contractor site. Government locations include NAVAIR Headquarters at Patuxent River, MD, NAVAIR, the Washington Liaison Office (WLO) at Arlington, VA 22204, and the Joint Strike Fighter Program Office at Arlington, VA.

The period of performance for this effort will be one base year with four option years starting February 16, 2025 through February 15, 2030, if all options are exercised.

Research and Analysis Support. Provide research and analysis support on internal and external issues in support of NAVAIR leadership, its resource sponsors, and fleet partners as identified in individual task orders:

Provide research on the current philosophy and strategic initiatives within the Department of Defense (DoD), Department of the Navy (DoN), and the Naval Air Systems Command (NAVAIR) including the Naval Aviation Enterprise (NAE) as well as the other services. Analyze the higher-level guidance and identify impacts and opportunities to NAVAIR, NAE and/or Department of Navy (DoN). Identify actions necessary for NAVAIR’s continued alignment with DoD and DoN Leadership thinking. Conduct organizational, resource management and other strategic level research studies.

  • Research contemporary industry and government management philosophies. Perform benchmarking to determine “best practices” on a variety of processes and procedures, e.g. financial management, logistics, and measurement.
  • Perform comparison/trend and forecasting analysis in the assessment of current workload and future projections considering the impact of current resource reductions and potential NAVAIR organizational changes.

Strategic Initiatives/Planning Support. Plan and implement various NAVAIR, DoD, and DoN mandated actions; provide the planning, documentation, and action identification required for implementing transformational strategic initiatives; and provide overall project planning, business analytics, and action tracking support as identified in individual task orders.

Executive Leadership Management Support.  Provide the following management staff support to NAVAIR executive leadership as identified in individual task orders:

Perform sound practical educational activities that enhance, refresh, and update the College of Business Financial Management Community (CoBFMC) for the BFMC. The management of the CoBFMC shall encompass a training environment to identify, create, and deliver business and financial training to the NAVAIR workforce. The work of the College comprises three activities: Course Material Development, Refreshment and Updates; Strategy Support; and Knowledge Repository Management. Work will include, but not be limited to:

  • Sustaining/supporting existing CoBFMC course material while developing additional curriculum as necessary, as directed by the AIR V16 Competency Lead.

Administrative, Operational, and Technical Support Services (O&M,N)– Washington Liaison Office (WLO) Provide administrative and operational support staff to facilitate daily operations of the NAVAIR (WLO) to include on-site administrative support; coordination and scheduling of meetings, workshops and conferences; scheduling and allocation of workspaces and parking passes; equipment maintenance coordination; office security, technology support and transportation support services as identified in individual task orders:

  • Provide continuous visitor control.
