NASA releases RFP 1 for Commercial SmallSat Data Acquisition (CSDA) Program IDIQ On-Ramp

The CSDA IDIQ contract was awarded in October 2023 as a commercial Multiple-Award contract with a 5-year period of performance and with the ability to issue Firm-Fixed Price (FFP) Task Orders. The CSDA IDIQ contract includes an “On-Ramp” feature which allows for the original solicitation (#80HQTR23R0007) to be periodically re-opened to give new vendors the opportunity to propose. On-ramping will also allow existing vendors to propose new data products developed (or data products based on new instruments) that were not available during initial proposal submission. Only pricing associated with the new data products may be incorporated into the contract. Existing prices will not be revised and will remain in effect for the duration of the contract.

The principal purpose of the CSDA IDIQ contract is to acquire earth observation data and related services from commercial sources for the NASA Science Mission Directorate (SMD), Earth Sciences Division (ESD). This effort will serve as a streamlined and flexible method for the Government to acquire data from commercial sources to support NASA’s Earth science research and application activities. Emphasis will be placed on data acquired by commercial constellations, affording the means of complementing NASA’s Earth observations data with higher resolutions, increased temporal frequency or other novel capabilities. NASA will require adherence to government-defined End User License Agreements (EULAs) to enable broad levels of dissemination and shareability of the commercial data with the US government agencies and partners.

Under this Indefinite Delivery/Indefinite Quantity (IDIQ) contract, the vendor shall be responsible for delivery of a comprehensive catalogue of its commercial Earth Observation data products indicating at a minimum: the data sets, associated metadata and ancillary information; data cadence; data latency; area coverage; and data usage policy. The data products, comprising Earth-relevant measurements obtained from commercial small satellite constellations, is incorporated into the master contract as Attachment C. Any revisions or updates to the catalogue shall be coordinated with the Contracting Officer (CO) and Contracting Officer’s Representative (COR).

As required, the vendor shall provide access to specific data and other information from its satellites. The vendor data may enhance NASA’s assessment of areas in the Earth and applied sciences—e.g. ecosystems, oceanography, geographic and polar sciences—based on both the images and derived products. The vendor shall deliver Earth-relevant data products obtained from commercial small satellite constellations, associated metadata, and ancillary information.  Data, including associated metadata, is needed for the purpose of technical assessment and assimilation into current algorithms and models to determine the viability of these data for existing research and application investigations. The vendor shall provide support on best practices for accessing and using data to address issues that may be encountered in the course of accessing and using the data, as specified in each task order.
