Over the past decade, the Military Health System (MHS), and by extension the Army Office of the Surgeon General (OTSG) / US Army Medical Command (MEDCOM), has undergone significant restructuring. As a result of these changes, Army Medicine functions have been distributed across various Army commands (e.g., medical logistics transitioned to Army Medical Logistics Command (AMLC), a direct reporting unit Army Materiel Command (AMC)). These changes have resulted in a complex oversight role that requires the integration of OTSG / MEDCOM HQ and the Medical Readiness Commands (MRCs) across various levels of the Army and the Defense Health Agency. Additionally, the OTSG / MEDCOM consolidated from two separate headquarters, to a single, dual-hatted, ONESTAFF organization, with split operations in Falls Church, VA and Joint Base San Antonio, TX. This restructuring requires the leadership to not only reassess the current functional alignment, but also to make the necessary changes to the organizational structure. Leadership has already identified areas where realignment can enhance efficiency and support Army and DoD strategic goals. Given these significant changes, leadership at this critical juncture must assess the current organizational culture to ensure that staff members across the organization understand the strategic priorities and feel empowered to be part of the W81K04-25-R-CACM ongoing changes rather than feeling negatively impacted by them.
The primary objectives of the organizational cultural assessment are:
- To conduct a comprehensive organizational cultural assessment to understand the current cultural dynamics and their alignment with the organization’s mission and values.
- To develop a phased change management strategy that fosters a culture of empowerment, engagement, and positive adaptation to change.
- To implement the initial phases of the change management plan, ensuring that staff feels supported and motivated during the reassessment and realignment of functions and organizational structure.
