The AC/S, G-3, JIM Branch, TECOM, Quantico, Virginia has a requirement for Training Transformation (T2) Support Services to assist the TECOM G-3 in its mission as the Marine Corps lead for the Marine Corps JNTC program that falls under the Department of Defense (DOD) T2 Program by providing on-site Functional, Research, and Programmatic Support Services.
There are two primary objectives for this requirement:
- Provide support to the AC/S, G-3, TECOM via the Head, JIM Branch, in the design and implementation of T2 initiatives, specifically the JNTC.
- Provide liaison for all JNTC coordination (operational and technical) between the Marine Corps TECOM and VD JS J-7 Suffolk.
The Contractor shall provide the AC/S, G-3 TECOM via the Head, JIM Branch, with comprehensive capabilities to support mission accomplishment. Collectively, the Contractor will perform support services across the nine (9) tasks listed in Table 1. Support services include responding to official JIM-related tasks; writing of point papers, research papers, and decision papers; and written minutes and after-action reports (AAR) from trips, meetings, conferences, workshops, seminars, exercises, and demonstrations. JIM-related official tasks normally arrive via the Department of the Navy Tasking, Records and Consolidated Knowledge Enterprise Repository (DON TRACKER), Task Management Tool (TMT), Marine Corps Action Tracking System (MCATS), official message traffic, or other method (e.g., electronic mail).
Personnel and Training. The Contractor shall be responsible for employment, training, guidance, and supervision of qualified personnel performing under this contract. The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel possessing an appropriate combination of education, training, and experience to successfully accomplish this contract. No waivers shall be proposed or considered. Noncompliance with labor qualifications shall result in termination of the contract. The Contractor shall not bill the government as a direct charge for employee time spent in training, or for the training itself.
All personnel performing under this contract are considered key personnel.
The Contractor team must have the capability to draw upon education, knowledge, experience, and/or demonstrated skills in the following areas:

- Office of the Secretary of Defense Training Readiness and Strategy
- National Security Policy and Directives
- Joint Capability Development and Integration System

- Marine Corps Mission, Structure, and Vision & Strategy
- Naval and Marine Corps Warfighting Concepts Joint Task Force Capable Headquarters
The period of performance for this contract shall be for a base period of twelve (12) months, plus four (4) option periods of 12 months each.
