J29, Inc. (J29) is proud to announce a new prime contract award with the U.S. Department of Labor’s (DOL) Employee Benefits Security Administration (EBSA), beginning in September of 2025. Under this engagement, the J29 team will provide specialized claims analysis and medical coding services that support processing, research, and review on complex EBSA policy, program, and case-related issues. We will also evaluate and gather claims and medical coding data relevant to complex, national‑level EBSA cases—advancing the agency’s mission with rigorous analytics, clinical acumen, and dependable delivery.
Since company inception in 2017, J29 has been serving health and human service missions at the commercial, State, and Federal levels where our team focuses on processing, reviewing, and analyzing claims, cases, disputes, and audits. As an employee-centered healthcare management consulting company, J29 strives itself on being a people-first and employee-focused company, empowering our team to do great things for those that need it most. With this DOL award, J29 will begin these operations alongside current programs that are supporting the Centers for Medicare and Medicaid Services (CMS), Defense Health Agency (DHA), Health Resources and Services Administration (HRSA), Administration for Strategic Preparedness and Response (ASPR), and the Office of Personnel Management (OPM).
“We are grateful for this opportunity to support the Department of Labor. This award allows us to apply our expertise in health industry operations and medical coding to strengthen protections for employees and their families nationwide,” said Tracy Mills, CEO and Founder of J29.
As part of this contract, J29 will deliver end‑to‑end claims and coding expertise to help EBSA teams analyze complex fact patterns, synthesize medical and billing data, and surface insight that informs investigations and policy interpretations. Our team of claims, coding, and policy experts will review and reconcile claim elements, identify potential anomalies, and ensure coding integrity to support EBSA’s research and case work.
EBSA is a DOL agency responsible for safeguarding Americans’ job‑based benefits, including the retirement and health benefits of workers and their families. The agency administers and enforces Title I of the Employee Retirement Income Security Act (ERISA), sets and enforces fiduciary standards, and educates workers, plan sponsors, and service providers. EBSA’s scope is significant—overseeing hundreds of thousands of retirement and welfare benefit plans that collectively hold trillions of dollars in assets—making accurate claims analysis and coding support both critical and consequential to the public interest.
