This requirement is for subscription-based licenses that provide comprehensive IT research to support the Internal Revenue Service (IRS) Chief Technology Officer (CTO) in achieving the strategic objectives of the Inflation Reduction Act’s (IRA) Strategic Operating Plan (SOP).
The scope of work for this requirement is set forth in the below task area and its sub-tasks necessary to successfully support IRS CTO. The task area supporting this scope of work is as follows:
- Enhance the CTO’s understanding of IT industry trends and best practices.
- Support strategic planning and IT executive-level decision-making processes.
- Improve operational efficiency and effectiveness through expert guidance.
- Foster innovation and competitive advantage.
- Improve stakeholder engagement and communication to ensure alignment and support across the CTO.
Scope of Work: Subscription-based licenses that shall include but not be limited to:
- Two end-user licenses for subscription-based Information Technology (IT) research library services.
- Product-based, on-demand, internet-accessible research and documents on IT benchmarking, forecasting, technology trends, and strategic roadmaps that are objective, unbiased, and independent.
- Subject matter expertise analysts available on demand to provide access to information regarding technology strategy, software/cloud contract negotiation, cost optimization, benchmarking, budgeting, and functional maturity assessment research/tools.
- Market analysis and intelligence, vendor and product ratings, maturity assessments, cloud analysis & analytics tool(s), Artificial Intelligence (AI)-focused risks, and opportunities.
- Research library with access to analysts for deep dives, best practices, document reviews, business case analysis, tools, templates, and case studies.
- Resources and diagnostic tools specific to the roles and responsibilities of an office of the Chief Technology Officer.
- Access to conferences and learning events, team inquiries, workshops, peer networking forums, and webinars.
