The Contractor shall provide a comprehensive solution that will adhere to the agency’s standards and guidance to support the Taxpayer Experience Strategy and Modernization Plan. The scope of this effort entails:

  1. Taxpayer Experience Strategy
    1. Expansion of online services
    2. Providing a seamless experience
    3. Crafting a strategy for reaching underserved populations
  2. Modernizing IRS Operations

The comprehensive IOLA solution shall maintain the currency of IRS technology and expand online services consistent with similar trends in the private sector. The solution shall be coordinated and integrated across the IT partners listed below to ensure alignment with the agency’s mission, industry best practices, and in compliance with IRS guidance, Internal Revenue Manuals (IRMs), and IRS Target Enterprise Architecture.

Key IT Partners:

  • Enterprise Services (ES): Solution Engineering (SE), Enterprise Architecture (EA), Enterprise Systems Testing (EST)
  • Application Development (AD): Corporate Data, Customer Service, and Technical Integration Office (TIO)
  • Enterprise Operation (EOps): Web Infrastructure Services
  • Enterprise Program Management Office (EPMO): Web Apps Individual Online Account (IOLA) PMO
  • Cybersecurity
