OFAC seeks information regarding vendors which will be able to provide operations and maintenance to legacy TOS systems while taking ownership of the modernization project to convert legacy systems to new technologies.

The vendor will have the ability to evaluate the current data model and system architecture and make recommendations on future state products, new data model strategies, new business processes and propose implementation plans that will allow us to transition with the least disruption to the users.  Qualified vendors will provide highly customizable, cloud based, low-code document and case management functionality that includes the following features:

  • Document and Records Management
  • Document Ingestion from External and Internal Sources
  • Case Management
  • Enterprise Search
  • Editing and Approval Workflows
  • Cross Department Case and Document Collaboration
  • Template Management
  • Customer Relationship Management (CRM)
  • Public Facing Application Systems
  • Data Analytics, Visualization, and Reporting
  • Classified Case and Document Management
  • SharePoint Development

The proposed solution would replace a custom-coded set of .NET web applications with an Oracle back-end that uses SharePoint, network shares and the Oracle database as its document repositories.    While it has not yet been determined, some data from the legacy system may need to be migrated. The current system averages approximately 13,000 cases per year and 500,000 documents. There are approximately 300 internal users of the systems. External users to the public applications include individuals, law firms, businesses and financial institutions.  OFAC’s desired end state of the modernization must include streamlined case management workflows, enhanced search capabilities, robust document management, improved official records and retention capabilities that seamlessly interoperate between the various divisions within OFAC, and allow for the rapid deployment of new or enhanced functionality in the system. Data should remain portable and the system should facilitate emerging technologies in data modeling, visualization, and automation.  This would allow for better insight into activities of OFAC customers, sanctions violators, bad actors and financial institutions. This would also aid in OFAC’s investigative research and evidentiary processes to ensure that all information is available and accessible.

The system should be able to support a FISMA high rating if required and some case management functionality may need to be created or replicated on Top Secret classified systems.

OFAC desires that the vendor utilize Agile methodologies to promote cross-functional collaboration and continuous improvement.  The following skillsets will be required by the vendor at any given time:
