The IRS established the Individual Masterfile Modernization (IMF Mod) Portfolio to modernize individual taxpayer account management functions, modernize distribution of individual taxpayer account data, decommission legacy IMF programs and technology, and support adoption of modernized solutions for downstream systems and end users.

The goal of this PWS is to obtain Contractor professional and management support services and subject matter expertise to assist the IMF Mod Program in all dimensions including planning, program strategy and analysis, program technical solutions analysis and specifications, supporting and project definition and oversight, and ad hoc analysis support …
Goal 1: Maintain current operational effectiveness and high level of customer service, expand systems functionality in compliance with customer requirements, and optimize technical capabilities of systems platforms. Strategies to attain this objective:
- Build in efficiencies in Process and Methodology definition, tailoring and execution.
- Monitor deployed applications and systems to identify resource utilization issues or bottlenecks.
- Enhance testing, including the design and development of automated test artifacts to the extent practicable.
Goal 2: Strengthen the security posture of IMF Mod systems. Strategies to attain this objective:
- Continue to make critical improvements that will enhance security, efficient operations, and the taxpayer experience.
- Ensure improved processes and tools to identify, report and correct or mitigate security- related incidents and anomalies.
- Support and facilitate Cyber reviews of software deployments.
- Integrate the build process with execution of code scans (vulnerability/security scans as well as static code analysis).
Goal 3: Enhance the IMF Mod Program Manager’s (PM’s) oversight and accountability for solutions and reduce operational costs. Strategies to attain this objective:
- Establish enhanced collaboration and virtual teaming.
- Establish performance measures, and the relevant monitoring, assessment, and reporting procedures, that provide effective oversight and control.
- Establish knowledge transfer strategies, including documentation, structured training, and work-shadowing.
- At the discretion of IRS, transition selected work areas to organic IRS resources over time.
Goal 4: Meet accelerated milestones using a Vendor Driven / Vendor Built model (see Figure Below) to deliver select components of IMF Mod scope. Under the Vendor Driven/Vendor Built approach, the selected vendor/contractor will:
- Identify and develop requirements and scope.
- Develop the program/project schedule.
- Conduct program/ project management tasks.
- Build the solution architecture.
- Conduct development sprints to support execution activities.
- Implement technical capabilities to modernize and decommission legacy applications as part of IMF Mod Target State and IMFRA scope.
- Support transition and knowledge sharing for the implemented solution.
The period of performance is five (5) years.
