Requiring Agencies are Naval Postgraduate School (NPS) Information Technology and Communication Services (ITACS) Directorate. The purpose of this requirement is to outline the requirements tor Phase Three Minimum Viable Product and Phase Four – Go Live of the Salesforce Government Cloud Plus Student Information System. The contractor shall provide all required development, testing, documentation, data migration and integration services.

The Naval Postgraduate School (NPS) and the U.S Naval War College (NWC) have a requirement to replace their current Student Information Systems (SIS) with a new commercial solution that is highly functional, customizable and supports continuous IT modernization as business needs evolve over time. The new SIS is a cloud-based Software-as-a-Service (SaaS)/Platform-as-a-Service (PaaS) Salesforce solution that has readily available architecture designed for higher education institutions. The new SIS will also provide out-of-the-box (00TB) configurations, natively integrate with other systems using native connections such as Application Programming Interfaces (APis), feature dynamic reporting functionality and contain enhanced security parameters that safeguard student privacy and meet NPS cybersecurity requirements.

Phase 1 of the project provided initial software licensing, design requirements documentation, system architecture diagrams, user stories and a phase roadmap. Phase 2 (Build-Out) of the project began development of Minimum Viable Product functionalities, initial manual testing, user guides, additional design documentation, network diagrams, security controls, migration of legacy SIS data, and development of integration with Active Directory.

The Statement of Objectives (SOO) outlines the requirements for Phase Three (Minimum Viable Product) and Phase Four (Go Live) of the Salesforce Government Cloud Plus SIS. The contractor shall provide all required development, testing, documentation, data migration and integration services. The Government is using a SOO vs a Performance Work Statement since there are numerous ways to accomplish the goals of Phases 3/4. The Government does not have the experience or expertise to determine the most effective technical approach, nor determine the comprehensive list of tasks and milestones required to continue development of Minimum Viable Product (MVP) out-of-the-box Salesforce functionality as well as complete final development, integrations and testing for a full system Go Live.

The Government can award a logical follow-on task order, in the interests of economy and efficiency, to a vendor that possesses knowledge and experience with the project that no other company possesses, in which this knowledge and experience benefits the Government. Higher Echelon has conducted hundreds of sessions with NPS and NWC SMEs to learn all of the NPS and NWC SIS requirements and has gained critical knowledge and insights including but not limited to admissions, curriculum management, course management, and thesis management

The Government anticipates that there will be future platform expansions and/or upgrades beyond Go Live. However, such expansions/upgrades will be based on data collected from users over subsequent years. No specific timelines or task requirements beyond Go Live have been identified at this time. Any future requirements will be evaluated to ensure competition to the maximum extent practicable.
