FCC posts USAC RFP for Network Operations Center (NOC) Monitoring Services

At the request of the Federal Communications Commission (FCC) Office of Managing Director (OMD), and to ensure wide exposure of the Universal Service Administrative Company’s (USAC) solicitations, the FCC is alerting the public that USAC has posted this solicitation on its website.  The purpose of this Request for Proposal (“RFP”) is to acquire a qualified professional firm to provide Tier 1 Network Operations Center (“NOC”) monitoring services.

USAC is seeking a Contractor to provide Tier 1 Network Operations Center (“NOC”) monitoring services.

Currently USAC’s operating systems are Linux and Microsoft Windows (“Windows”), with Amazon Web Services (”AWS”) Cloud and distributed Linux and Windows environments. USAC also uses BMC Footprints and JIRA ticketing systems.  The awarded Contractor shall provide Tier 1 NOC monitoring services in accordance with the requirements below:  1. Provide proactive monitoring and alerting of USAC’s operating systems. 2. Provide Contractor Staff with 3-5 years computer infrastructure experience. 3. Provide Contractor Staff with Linux and Windows experience. 4. Provide a monthly incident report, the report will include each actionable alert the NOC receives and escalates to USAC staff.  5. Ensure connectivity to the systems meet NIST (as defined in Section C, USAC Standard Terms and Conditions Privacy and Security Addendum, Section 1) guidance for encryption and system interconnections. 6. Ensure remote access for privileged accounts meet NIST requirements for two (2) factor authentication.
