The Department of Energy’s Office of the General Counsel (GC) provides legal and policy advice and analysis, counsel, and support to the Secretary, the Deputy Secretary, and program offices throughout DOE to further the Department’s mission of advancing the national, economic, and energy security of the United States through scientific and technological innovation and the environmental cleanup of the national nuclear weapons complex.

DOE GC seeks to award a contract or contracts for Intellectual Property Management System services. The goal, throughout the life of the contract, is to obtain cost-effective, complete, accurate, efficient, flexible, innovative, and effective intellectual property management to support DOE’s mission, including patent and trademark docketing.

Scope: The docketing system must include the following key capabilities:

Requirements:

  1. State of the Art Security
    1. FedRAMP Authorized or FedRAMP Authorization in Progress
    2. Government Cloud hosted service
    3. Routine third-party security audits including the identification of any identified vulnerability and corrective action.
    4. HSPD-12 authentication using DOE’s OneID (SAML authentication).
    5. Access controls, including the ability to set specific users to read-only or read/write, as well as restrict access to invention and patent record files.
