DOT FAA Sources Sought: Office of Security & Hazardous Materials Safety (ASH) Acquisition Support

The FAA intends to set aside this procurement for small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals (8(a) Certified), service-disabled veteran owned small businesses, Historically Underutilized Business Zone (HUBZone) small businesses, small, disadvantaged businesses (SDB), and Women Owned Small Businesses.

Description of Services

ASH is responsible for the provision of security-risk-management support in the program areas below, to all the FAA’s 48,000 employees, and to the physical assets and operational capability represented by the FAA’s more than 1,000 staffed facilities and 10,000 unstaffed facilities.

These FAA Security programs are the administrative, regulatory, and criminal-investigative security and security-risk-management programs that are designed to provide personnel, operational, facility, and asset security-risk- management safeguards. They include:

• Personnel Security
• Physical And Technical Security
• Cyber Security
• Interagency Communications
• Intelligence And Investigations
• Law Enforcement Support
• Hazardous Materials Safety
• National Security Programs and Incident Response
• The Acquisition Support Services required include:
• Requirements development.
• Market research and analysis of collected data.
• Reviewing and analyzing contractor information.
• Development and maintenance of financials, cost models, and estimates to support planned acquisition.
• Aid in contract formulation in the pre-award and post-award administrative contract phases.
• Provide analysis and support in contract administration and management (including billing, funding, changes, and development); and
• Maintain electronic contracting documentation related to all contract administration activities.
