DOE NREL Sources Sought: Contract Writing System

Presently, NREL’s procurement department utilizes multiple platforms and channels to develop and implement its subcontracts, ordering agreements, and purchase orders. NREL seeks a unified contract writing system to consolidate the usage of these multiple approaches. A new contract writing system should solve a lack of standardization among contract vehicles, as well as a lack of modern contract management functionality.

In the event a solicitation is released, NREL is seeking information from sources that may be capable of providing a solution that meets or exceeds the following minimum capabilities:

  1. The system shall support contracts of varying length and complexity to the extent necessary to support all types of agreements provisioned by NREL procurement: from simple purchase orders for goods and services, to various order agreements, to long term major design/build construction agreements, etc.
  2. Simplicity: the platform shall enable procurement personnel to easily compose and apply contract templates, articles, clauses, and provisions for the broad variety of contracts and contract types.
  3. The system shall allow for intelligent flowdown management. The system shall update all elements in a contract when a logical element is selected, such an update to generated clauses when a contract type is changed, or an update to a clause flowing down changes to a subclause.
  4. The system shall generate contracts whose organization, composition, and appearance are highly professional and well-organized.
  5. The system shall interface seamlessly with the programs employed to edit agreements. For example, a contract management system that requires Microsoft Word to complete template articles will integrate with Microsoft Word.
  6. The system shall be robustly supported by the subcontractor and/or will provide NREL with the means to administer and solve problems, to the extent necessary to achieve consistent program function.
  7. The system shall support hierarchical relationships between agreements. Users will be able to intuitively associate orders with their associated agreements, and administrators will be able to easily consolidate hierarchical relationships for tracking and reporting.
  8. The system shall support interfacing with Oracle E-Business Suite (EBS), NREL’s financial system.
