Background. The Nonproliferation and National Security Department supports several technically oriented, national security sponsors, including the National Nuclear Security Administration (NNSA), the Department of Homeland Security, the U.S. Department of State, and the Defense Threat Reduction Agency.
General Requirements
In addition to supporting BNL virtually, the contractor needs to be available to travel to BNL, as needed, and to Washington, DC to meet with staff of the DOE Office of Defense Nuclear Nonproliferation in person. Subsequent orders and their scopes of work will clarify travel requirement estimates/frequency.
The broad areas of support that the vendor will be called upon to support during the period of performance are as follows:
- Assist with proposal development focusing in radiological security.
- Policy Studies, which help ORS to determine the most efficient way of achieving the objective in reducing radiological risk.
- Technical Studies, which will evaluate policies based on scientific and technical factors.
- Creation of decision-making tools for NNSA HQ use as well as radiological partners’ use.
- Radiological security coordination with local, state, and/or federal agencies.
- Facilitating multiple stakeholder negotiation to achieve elimination of high-risk radioactive sources.
- Industry Outreach, in particular related to makers of X-ray and E-beam devices in order to facilitate the transition to these devices in place of high-risk radioactive sources.
- Design and implementation of domestic and international partner survey tools in radiological security.
- Radiological control and security in particular efforts to help partners transition from the use of high-risk radioactive sources to non-radioactive alternatives. With particular focus on biological research and the issue of reproducibility.
- Systematic assessment of operational, funding, and regulatory considerations taken by individuals and institutions who have adopted or are contemplating the adoption of alternatives to gamma-based irradiators outside the US.
- Design and implementation of in-person and virtual stakeholders workshops and meetings related to the transition from high-risk radioactive sources to alternatives.
