In order to proactively plan for future requirements, the Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to identify qualified, experienced, and interested businesses who have the capability to provide Special Operations – Counterterrorism Technical Support Services (SOCT Support Services).

  1. General Support Requirements
    1. Provide written assessments of the political and institutional environment in which decisions are made and implemented and determine policy issues, risks, and mitigation strategies related to Special Operations and DISIS policies and oversight.
    2. Develop initial concepts related to special operations and D-ISIS, coordinate and develop into refined plans and policy positions, and develop detailed briefings for presentation to the most senior levels of the DoD, the Federal Government, and Congress.
    3. Assist Government representative(s) in drafting formal policies and DoD issuances for approval.
    4. Coordinate annual posture briefs, reports and briefings to Congress, and Office of Secretary of Defense (OSD) guidance relating to Congressional action within the DoD and interagency.
    5. Coordinate Congressional engagement with OSD Legislative Affairs and Office of Under Secretary of Defense (OUSD) (Comptroller) Legislative Affairs.
    6. Develop talking points, papers, and briefings for DoD leadership regarding Special Operations and D-ISIS policy.
  2. Special Operations Policy Assistance
    1. Review, coordinate, and support implementation and administration of the Counterterrorism Fellowship Program.
    2. Monitor Congressional actions and develop strategies for legislative engagement relating to Special 3 Operations equities.
    3. Support review, policy oversight, and coordination of Combatant Command Special Operations plans and operational concepts.
    4. Review and coordinate ODASD SOCT position concerning Service and Joint Staff Special Operations policy and doctrine issuances, including consideration of policy guidance.
    5. Analyze data and compile information for Government quarterly and annual report preparation, approval and submission to Congress.
    6. Monitor and analyze CCMD special operations program progress and assess for policy equities and proposed changes.
    7. Advise stakeholders of special operations program capabilities and assist with the integration of other stakeholders into Special Operations plans and programs.
    8. Monitor, evaluate and coordinate policy issuances relating to Special Operations, including and Military Information Support Operations (MISO), counterterrorism, and irregular warfare in CCMD areas of responsibility.
    9. Develop separate, tailored briefings for the Assistant Secretaries of Defense, Chief Operating Officer, and Under Secretary of Defense for Policy regarding Special Operations activities in specific CCMD areas of responsibility.
    10. Monitor and shape Department-wide initiatives, programs, and guidance related to Special Operations, formation operations, counterterrorism, irregular warfare, and counter small uncrewed aircraft systems.
  3. Information Operations Policy Assistance
    1. Provide specialized sensitive activity and SAP OIE expertise and advice to ASD/SOLIC and SOLIC/OIOP staff and leadership.
