Washington Headquarters Services – Acquisition Directorate (WHS-AD) is releasing this solicitation electronically as Unrestricted, Full and Open under NAICS 541611 – Administrative and General Management Consulting Services, in accordance with FAR Part 12, FAR Part 15, and FAR 16.504 procedures. 1.2 Background: The CAPE Joint Data Support (JDS) Division is a multi-source funded and OSD CAPE managed organization responsible for identifying, collecting, developing, analyzing, managing, and disseminating historical, current, and future years U.S. and Non-U.S. forces inventory, capabilities, and deployment data (including planning, programming, and acquisition data) supporting collaborative study teams guided by the Analysis Working Group (AWG). JDS develops standardized data products and analytic tools to support Joint analytic efforts focused on Senior Leader decision support. Additionally, JDS supports AWG led SCI/SAP/SAR studies and analyses.
1.2.1 JDS activities are aligned with DoD Directive 5105.84, Director (Cost Assessment and Program Evaluation), DoDD 8260.05, DoDI 8260.2 and Guidance for Employment of the Force (GEF); DoD’s Strategic Analysis for Decision Support. Consistent with National Defense Strategy implementation guidance, JDS activities include supporting DoD-level study teams developing and using USD(Policy)’s Defense Planning Scenarios (DPS), the AWG Developed Control Case inputs and variables, and Director, CAPE’s Innovative Concept Development and Assessments and Strategic Portfolio Reviews (SPR). DoD Components use these Force Planning products as a foundation for analyses supporting their planning, programming, and acquisition efforts as well as informing warfighting, exercise and experimentation activities. Strategic analysis activities are continuously evolving and in this PWS, the evolving process will be referred to as “Analytical Support to Future Force Planning and Capability Development (ASFFPCD)”. The products associated with this evolving activity will necessarily change as well.
1.2.2 OSD-CAPE and the AWG intends to reestablish and evolve the Joint Data Support in increments. This Performance Work Statement covers the tasks and objectives for the multiple award IDIQ that are associated with the overarching JDS effort, which will aim to meet future force data requirements for all DoD major weapons systems as well as agile analytic tool development. This effort will focus on reestablishing and expanding on future U.S. and threat forces data development in terms of force structure, capabilities, and deployment activities. Additionally, this task order will address development of analytic study support and knowledge management activities within the AWG as well as administrative management activities. Future task orders will address specific analytic tool development, information technology infrastructure support and support to higher classification programs and networks while also expanding on capability data product development and knowledge management activities.
1.3 Objective: The objective of this effort is to provide data development, analysis, and information technology (IT) support to implement JDS activities associated with the DoD’s analytic support to future force planning and capabilities as well as other leadership directed study and analysis requirements. JDS provides data development and analysis support to DoD’s studies and analysis in the following functional areas: Air and Space; Ground; Maritime; Logistics; Command & Control (C2) Communications & 2 Computer systems (C4); and Intelligence, Surveillance, and Reconnaissance (ISR). This work shall be accomplished by managing and participating in Department-level studies, warfighting, and analysis. As stated above, Task Order 1 this effort will primarily focus on developing and managing data of U.S. and Non-U.S. equipment, unit, force structure, capability, and deployment data (including planning, programming and acquisition data). The work includes developing or assisting the development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations (CONOPS). Future task orders will address specific analytic tool development, information technology infrastructure support and support to higher classification programs and networks while also expanding on capability data product development and knowledge management activities.
1.4 Scope: The contractor shall perform database design, implementation, and operation and data platform sustainment support, to include technical, administrative, and professional services, for the purpose of developing and implementing integrated databases of future force structure and capabilities along with study support and analytic tool development.
