DOD RFI: Defense Security Cooperation Agency Logistics and Program Management Support

4.1. Logistics Management: In support of the DSCA Directorate of Security Assistance (DSA), Assistance and Monitoring Programs Division (AMD), the contractor shall assist in research, analysis, and support services including:

  • Developing internal and external reports
  • Providing research and analyses required to monitor and assist in the implementation of Security Assistance agreements for the leasing of defense articles (personal property) from the DOD to eligible international customers.

4.1.2 Support services: coordination, management and providing information on all aspects involved in the sale, transfer, or lease of defense articles to include Excess Defense Articles (EDA) requests, Nonrecurring Cost (NC) charges and waivers, joint visual inspection (JVI) waivers, leases authorized under Chapter 6 of the Arms Export Control Act, and defense services to partner countries and international organizations, researching and preparing reports, database management, and assisting in preparing briefings and information papers and performing records management functions.

4.1.3 Provide EDA updates for the DSA website.

4.2. Research, Analysis, and Support Services for Transfer of EDA: The Contractor shall provide research, analysis, and support services required to monitor and assist in the implementation of Security Assistance agreements for the transfer of Excess Defense Articles (EDA) from the DoD to eligible international customers. Critical functions to be provided are:

  • Assisting with the management/oversight of efforts involved in the transfer of EDA equipment to eligible recipient customer countries and international organizations.
  • Reviewing EDA documents for consistency, accuracy and conformance with policy and law.
    • When deficiencies are noted, bring them to the attention of the task manager/project leader as appropriate.
  • Assisting in formatting, preparing and proofreading documents that are required to authorize an EDA transfer.
  • Liaising with representatives in the DoD, Department of State (DoS), Department of Commerce (DoC), Department of Transportation (DoT), and Congressional officials to complete coordination and execution of specific EDA transactions.
  • Assisting in tracking the status of the documents to include follow-up(s) with action officials in order to meet suspense’s and providing feedback to management as necessary.
  • Drafting correspondence, including letters, memoranda, coordination sheets, background papers, talking papers, info papers, read ahead’s, staff briefing sheets, and Automated Message Handling System (AMHS) entries as required.
  • Receive and process Joint Visual Inspection waivers for requests associated with EDA transfers.
  • Support all aspects of EDA Coordinating Committee meetings, to include scheduling, meeting space reservations, providing sAMDles of required documents, and compiling and finalizing meeting minutes for approval of the Director, DSCA.
  • Reviewing EDA Letters of Offer and Acceptance (LOA) for consistency with completed authorizations and providing a coordination response appropriate to the specific LOA.
  • Researching and developing of various reports that may be required to respond to lawful requirements, DSCA and Implementing Agency (IA) management, Congressional inquiries, DoS, DoC, and customer countries.
  • Uploading, updating, and retrieving data into and from the EDA database and EDA Tracker as required to maintain accurate status information for EDA transfers.
