DOD Sources Sought: Chief Digital and Artificial Intelligence Office (CDAO) Advancing Analytics Multiple Award Contract (AAMAC) IDIQ

The purpose of this Sources Sought synopsis is to identify and determine qualified sources who can help the CDAO build a competitive, adaptive, and responsive ecosystem of digital products and services providers around the DoD’s largest data, analytics, and artificial intelligence (AI) platform, Advana.

This IDIQ will support potential projects that leverage CDAO’s and DoD’s enterprise data, analytics, and/or AI capabilities to enhance decision-making processes and practices for any DoD customers(s), as well as provide the data engineering, data analytics tools, shared services, and infrastructure for the CDAO Advana program at the platform layer and below.

Requirements may be fulfilled with commercial and Commercial-Off-the-Shelf (COTS) items not otherwise available through DoD sources of supply, government-off-the-shelf (GOTS), non-developmental items (NDI), and/or modified COTS in accordance with the terms of individual TO/DOs that originate from this IDIQ.

Requirements for specific products and/or services and Contract Data Requirements Lists (CDRL) will be defined in the requirements documents included in each order. These orders may include all or a portion of the requirements within this SOW. The services outlined in this SOW may support all aspects of identified or potential military, national security-related, and dual-use applications of related technologies and methods, as well as the development of tools, processes, and techniques that enhance the mission of the DoD.

This IDIQ will enable DoD to accelerate decision advantage by partnering with digital capability providers that meet some or all of the following “Ability To” statements in their target Focus Areas:

1. Develop and maintain enterprise architectures to ensure the optimal structure, interoperability, and security of DoD data, analytic, and Artificial Intelligence/Machine Learning (AI/ML) systems, platforms, and solutions for department Systems Engineering.
2. Conduct premier Systems Engineering activities to design and deliver highly flexible, enterprise-scale data, analytic, and AI/ML system, platforms, and solutions across multiple deployment environments (e.g., cloud, hardware, edge devices) and multiple security environments.
3. Provide innovative and large-scale DevSecOps Solutions to speed the development and delivery, and enhance the security of data, analytic, and AI/ML systems, platforms, and solutions for the DoD.
4. Develop software and integrate commercial software to implement systems and platforms that provide enterprise-scale data, analytic, and AI/ML tools and services to the DoD to break down barriers to access state-of-the-art data, analytic, and AI/ML capabilities in DoD environments …

DOs/TOs resulting from this IDIQ SOW may involve multi-year performance; may involve work for any DoD customer(s); may require performance at multiple worldwide locations, to include performance outside the United States of America; may require access to controlled locations and facilities; and may require personnel clearances up to Secret, Top Secret, Top Secret Sensitive Compartmented Information, and/or Special Access Programs.
