The Facilities Services Directorate (FSD) supports a customer base of about 64,000 civilian and military personnel, including the OSD, Joint Chiefs of Staff, Defense Agencies, and the military departments in the National Capital Region (NCR). FSD provides administrative and operational support to specified DoD activities, including space management, maintenance, repair and alteration of assigned buildings, custodial services, landscape maintenance, trash, and debris removal, building operations, construction management, property management, and other support services, including oversight of the massive program for the renovation of the Pentagon.

The scope of this effort includes management and leadership support under five functional areas:

• administrative support,
• acquisition support,
• financial management support,
• professional support, and
• program management support.

Within each of these five functional areas are specific high-level requirements requested by one or all of the participating FSD Divisions.

The description of the tasks outlined in Part 5 of the PWS are included to provide the Contractor the government’s tasks required to be performed by all contract employees. The Contractor shall provide support in professional, executive-level administrative, general administrative, secretarial, and clerical services. Higher level support may take the form of financial management, resource analysis, program analysis, advice, expert opinions, alternatives, analyses, evaluations, recommendations, training, higher- level technical writing skills and services to complement the government’s technical expertise.

This IDIQ contract will have a five-year ordering period. Task orders awarded under this IDIQ contract may have a period of performance up to a one-year base period plus four one-year option periods and one six-month option to extend services in accordance with Federal Acquisition Regulation (FAR) clause 52.217-8.
